  • Call to order.

 

  • Declaration of a quorum – Five commissioners were present.

  • Recording Statement – As required by the Open Meeting Law, we are informing you that the Town will be video and audio taping as well as broadcasting this public meeting. In addition, if anyone else intends to either video or audio tape this meeting, they are required to inform the Chair.

 

  • Public announcements and comments –.

 

  • Update on financials and golf course operations, combo tees, outside events, and window/door replacement – Jay Packett

 

  1. Budget status, comparison report, calendar year and fiscal year were reviewed, and costs were discussed and explained. Projections were also discussed.
  2. Regarding combo tees, there has been communication with Mass Golf. Next step is for the golf professionals to meet to review. The plan is to have this in place by the beginning of the season.
  3. Outside events – Mass Golf contacted Captains Golf Course to host a qualifier event sometime in June or July. Details of the request were reviewed and discussed. A motion was made and approved to allow this event to occur on a Tuesday or Wednesday.
  4. Window/Door replacement update – Builder Systems Inc. is the contractor and working quickly and efficiently. All windows have been replaced and outside trim is currently being worked on. They are awaiting delivery of the doors.

 

  • Update on golf course conditions, winter projects, staffing, and Water Source and Supply Engineers Report – Jay Packett on behalf of Colin Walsh
    1. Staffing – winter staff in place until mid-March. January and February are common months for training, seminars and vacations.
    2. Current projects include tree removal, stump grinding and tee work.
    3. Course updates – A deep aerification on Starboard in December, tree work and stump grinding. Cart path work to remove damaged asphalt has begun. Paving is planned for March and April. Tee leveling is on hold until the spring.

 

  • Discussion on five-year financial forecast, membership fees, and cart rates, and non-resident membership limits –
    1. Five-year financial forecast – The golf commission voiced their overall positive opinion of the report.
    2. Membership fees – the commission discussed their views on percentage increase and the rationale.
    3. Cart rates – the recent price history was discussed and the lease for the new carts was reviewed. Scenarios were presented to the commission.
    4. Non-resident membership limits – a proposal for a subcommittee to review the non-resident membership was made. Gerry and Anne volunteered.

 

  • Vote on recommendation to select board on resident and non-resident membership fees and cart rates.
    1. Since there was a vote on daily feel player cart rates at the December 10, 2024 meeting, a motion was made to rescind that recommendation which was approved.
    2. A motion was made to increase resident and non-resident membership fees for the 2025 season by 6%. Comments were made to support the reasoning behind this figure. Motion was made and unanimously approved.
    3. A motion was made for member cart rates for the 2025 season to remain at the current rate. A vote was made and unanimously approved.
    4. A motion was made for daily fee cart rates for the 2025 season to remain at the current rate. A vote was made and unanimously approved.

 

  • 2024 Town report of the golf commission/golf department – Jay Paggi
    1. Golf commission was informed that they need to submit their report to the town by January 31, 2025. It was recommended that Jay Packett gather the noteworthy information and submit to communication consultant.

 

  • Question and comments from associations and liaisons
    1. Mary from the Women’s 18-hole Association provided updates from their group.
    2. Mike from CCMGA communicated his views regarding fees. He also provided updates from the group.

 

  • Review and approve minutes (12.10.24)
    1. Motion was made to approve minutes which was accepted.

 

  • Future agenda items and meetings (1.28.25 and 2.11.25)
    1. Vote on nonresident membership rates and associated tee time allocation at the 1.28.25 meeting.

    4. FY26 budget
    5. Maintenance building update at 2.11.25 meeting

 

  • Matters not reasonably anticipated by the chair.
    1. A question regarding our insurance policy and our coverage was raised. Jay Packett addressed the question.
    2. A member emailed the commission regarding disapproval of the new carts. The email was reviewed, and a proper response was deliberated. Jay Paggi will write the email response.

18-hole carts are available until 2:51 tee time and 9-hole carts are available until the 4:54 tee time.
